Motivation:
为诸如 OpenClaw 这类的 Agent 提供一个快捷启动入口，使其能够更方便地在后台直接拉起并打开本地 Web UI 面板。

Implementation:
新增了专门适配 Agent 调用的 ui/open_ui.py 启动脚本；同时在中英文 README 以及 SKILL.md 中同步更新了对应的 UI 快捷启动文档说明。
