Split the per-source cycle (source phases fan out; one global-maintenance job runs the brain-wide phases once) to end the 4→10GB RSS blowout; add per-source failure cooldown, fan-out-to-concurrency clamp + doctor warning, supervisor degraded-retry instead of permanent give-up, and DB-lock supervisor visibility under split $HOME.
